There is a bit of an in-joke, or actually a forgotten joke that goes along with the Bullwinkle statue on the Sunset Strip...When it was put up in the 1960's it was spoofing a giant billboard accross the street for the Sahara Casino, featuring a cowgirl on a motor who twirled and twirld day and night (See Bellow)
